What is a techno-economic study?
A techno-economic study analyses at once the technical feasibility and the economic viability of an investment project. Banks require it in support of a credit application, and it forms part of the economic land file submitted to the AAPI one-stop shops.
💡 How it differs from a business plan. The techno-economic study starts from the production process, the equipment and the technical costs, then draws out the financial consequences. A business plan adds commercial strategy and the company's trajectory. The two overlap heavily but answer different questions: the first asks "does the project hold up technically and financially?", the second "does the company know where it is going?".
Since April 2026 one decisive thing has changed: the content of the study is no longer left to its author's judgement.
The official nine-part template
Executive Decree No. 26-154 of 14 April 2026, published in Official Journal No. 31 of 28 April 2026, no longer merely requires a techno-economic study in the economic land file: it requires the study to be prepared by a qualified professional and drafted in accordance with the template in its Annex V. That template has nine parts.

The financial section: what is really examined
Part VI — economic and financial forecasts — is where most of the decision is settled, whether by a bank or an administration. We systematically produce:
Five-year forecast income statement
Built from the real technical capacity described in Part III, not from a growth assumption set in advance.
Funding plan and cash flow forecast
The cash flow forecast is monthly: it answers the only question that matters to a lender — do the instalments fall due when the money is available?
Profitability indicators
Net present value, internal rate of return, break-even point and payback period — calculated, not borrowed from an order of magnitude found elsewhere.
Three scenarios and the breaking point
Conservative, base and downside assumptions, varying only two or three parameters. The aim is not to show the project always works, but to identify the point at which it stops working.
On the funding plan. The contribution rate to apply depends on the financing scheme targeted, not on a general rule. The only published quantified scale applicable to business creation is NESDA's, which distinguishes self-financing, mixed and triangular formulas. We calibrate the funding plan to the scheme actually targeted.
