What ONTA grants under concession
Each call for applications covers one wilaya and a list of plots. They are collective (EAC) or individual (EAI) farms on private State land, and so-called surplus land, “not yet allocated”, formerly governed by law 87-19. Land is granted under concession, on the terms set by the order cited in the call.
The platform shows two areas, and they do not mean the same thing. The total area is the whole farm. The available area is the part the call puts on offer. In a collective farm, only some shares may be free. This page shows the available area first and mentions the total only for context.
The application file
Applications are filed only on ONTA's digital platform, and the applicant must be a natural person. The platform asks for:
- a technical and economic feasibility study of the project;
- proof of financial capacity;
- the biometric national identity card;
- a letter of commitment;
- proof of qualifications and skills;
- the payment receipt and its reference;
- the farm record, for an EAC member or a neighbouring farmer;
- any supporting document.
Of these, the feasibility study takes the most work. It has to start from the main crop stated for the plot and the water actually available there, and carry a financing plan consistent with the proof of financial capacity. A study built for a different crop than the plot's leaves the file incoherent.
How to read a card
The closing date belongs to the whole call: after that day, no file is accepted for any plot in the wilaya. The badge counts the days left. It changes colour in the final week.
Some calls carry the label “special conditions”. Their framework adds joint ministerial circular no. 02 of 1 June 2025 (“CIM 02” on the platform) to order no. 1344. Their eligibility rules may differ from other calls. Read them on the platform first.
