How do you obtain economic land?

The economic land concession procedure runs in five stages. Each is decisive and requires rigorous preparation.

Registration on the platform

Create your account on invest.gov.dz and register your investment project. Prior registration is mandatory before any land application.

Publication of offers

AAPI regularly publishes economic land offers on the platform. Offers are specific to a wilaya and to a sector of activity.

Building the file

Prepare the complete file: a techno-economic study conforming to the standard plan (annex V, decree 26-154), articles of association, supporting documents. This is the most decisive stage.

Filing and review

File your application with the AAPI one-stop shop of the wilaya concerned. A local commission reviews the file and scores it out of 1500 points.

Decision and concession

If the file is accepted you receive a provisional award decision. The concession is convertible into a sale once the project is effectively completed.

What the application file must contain

An application for an economic land concession comprises the following documents:

The techno-economic study is THE central document of the file. It is what demonstrates the project's feasibility and justifies the land requirement. We prepare it in conformity with the official standard plan.

How your project is scored: the 1500-point grid

The grid appears in annex I to executive decree no. 26-154. It has eight criteria, each carrying a coefficient from 1 to 7. A line's score is the value of the parameter reached multiplied by the criterion's coefficient; the maximum total is 1500 points.

Ranking is done digitally, in decreasing order of score. The Agency retains the projects classified in the three highest levels and submits that list, anonymously, to its board of directors.

Four lines make 85 % of the score. Nature of the activity, amount, employment and equity together account for 1280 points out of 1500. The remaining four criteria cap out at 220 points combined, less than the employment criterion alone. Yet they are lost for free. Nobody computes them.

  • Check the plot's technical sheet first: it sets the activity priority, hence the 420-point criterion
  • Arbitrate the amount / equity pairing rather than maximising the amount alone
  • Compute and evidence the four secondary criteria, namely integration rate, export share, fixed-term contract share and adjoining property
  • Part VII (socio-economic impact) must quantify permanent jobs precisely
  • Align the figures in the application with those in the study: a discrepancy is the leading ground for non-conformity
