AAPI land offer map
Available plots by wilaya, area, location zone and closing date — published by the Algerian Investment Promotion Agency.
Check this before preparing a file. ProfitPilot neither publishes nor awards economic land: awards are the exclusive remit of AAPI and the wilaya commission. Always verify the closing date and the plot's characteristics on the official platform before incurring any costs.

How do you obtain economic land?
The economic land concession procedure runs in five stages. Each is decisive and requires rigorous preparation.
Registration on the platform
Create your account on invest.gov.dz and register your investment project. Prior registration is mandatory before any land application.
Publication of offers
AAPI regularly publishes economic land offers on the platform. Offers are specific to a wilaya and to a sector of activity.
Building the file
Prepare the complete file: a techno-economic study conforming to the standard plan (annex V, decree 26-154), articles of association, supporting documents. This is the most decisive stage.
Filing and review
File your application with the AAPI one-stop shop of the wilaya concerned. A local commission reviews the file and scores it out of 1500 points.
Decision and concession
If the file is accepted you receive a provisional award decision. The concession is convertible into a sale once the project is effectively completed.
What the application file must contain
An application for an economic land concession comprises the following documents:
| Document | Detail |
|---|---|
| Techno-economic study | Conforming to the annex V standard plan (nine parts), prepared by a qualified professional |
| Application form | Completed on the invest.gov.dz platform after login |
| Articles of association | Certified true copy (SARL, SPA, EURL...) |
| Commercial register | Register extract or proof of filing |
| Criminal record certificate | Of the legal representative |
| Financing plan | Detailing the sources of finance (own funds, credit, NESDA...) |
| Promoter's curriculum vitae | Experience and skills |
| Tax clearance certificate | Certifying tax compliance |
The techno-economic study is THE central document of the file. It is what demonstrates the project's feasibility and justifies the land requirement. We prepare it in conformity with the official standard plan.
How your project is scored: the 1500-point grid
The grid appears in annex I to executive decree no. 26-154. It has eight criteria, each carrying a coefficient from 1 to 7. A line's score is the value of the parameter reached multiplied by the criterion's coefficient; the maximum total is 1500 points.
Ranking is done digitally, in decreasing order of score. The Agency retains the projects classified in the three highest levels and submits that list, anonymously, to its board of directors.
| Criterion | Coef. | Max score | Share | What it measures |
|---|---|---|---|---|
| Nature of the activity | 7 | 420 | 28.0 % | Priority 1, 2 or 3 of the targeted plot. Stated on the land's technical sheet, before you apply. |
| Investment amount | 6 | 360 | 24.0 % | Ten brackets, from under 0.1 billion DZD to 100 billion DZD and above. |
| Employment | 5 | 300 | 20.0 % | Permanent jobs planned: six brackets, from under 10 to 500 and above. |
| Equity contribution | 4 | 200 | 13.3 % | Share of own funds in the financing. Read together with the amount criterion: their correlation judges the ability to raise the financing announced. |
| Investment extension | 1 | 70 | 4.7 % | Adjoining neighbouring property (70) or other property (35). An entirely new project scores nothing. |
| Job security | 1 | 60 | 4.0 % | Share of fixed-term contracts: under 20 % is worth 60, 30 % or more only 10. |
| Local content (integration rate) | 2 | 60 | 4.0 % | Value of locally produced inputs relative to total inputs. |
| Contribution to export diversification | 1 | 30 | 2.0 % | Share of exports in projected output. |
Four lines make 85 % of the score. Nature of the activity, amount, employment and equity together account for 1280 points out of 1500. The remaining four criteria cap out at 220 points combined, less than the employment criterion alone. Yet they are lost for free. Nobody computes them.
Simulate my project's scoreWhat we focus the techno-economic study on to maximise your score:
- Check the plot's technical sheet first: it sets the activity priority, hence the 420-point criterion
- Arbitrate the amount / equity pairing rather than maximising the amount alone
- Compute and evidence the four secondary criteria, namely integration rate, export share, fixed-term contract share and adjoining property
- Part VII (socio-economic impact) must quantify permanent jobs precisely
- Align the figures in the application with those in the study: a discrepancy is the leading ground for non-conformity

Frequently asked questions
Any national or foreign investor with an investment project in a productive economic sector. The project must first be registered on the investor's digital platform (invest.gov.dz).
No. This is a concession convertible into a sale. The investor obtains a right of use during the project's completion. After effective entry into operation and fulfilment of the commitments, the concession is converted into a sale.
Offers are published continuously. The processing time for a file depends on the wilaya. The local commission reviews files after the offer's closing date.
A single project cannot be the subject of several simultaneous applications. One investor may, however, file applications for different projects, provided each project is distinct and genuinely carried out.
The concession is granted against payment. The price is set per square metre according to the applicable price schedule, which varies by wilaya and by zone. Payment is made in annual instalments.
